Death of Louis Lareng, founder of Samu and promoter of telemedicine


Louis Lareng was born April 8, 1923 in Ayzac-Ost (Hautes-Pyrénées), common he will be the mayor from 1965 to 1977. Associate professor of medicine specialist in anesthesia-resuscitation, he founded the first Samu in 1968 to the University Hospital Toulouse.

In 1986, when he was Socialist MP since 1981, the "Lareng Law" whose rapporteur was adopted unanimously. She extends Samu to all French departments with a unique and free number (15).

Louis Lareng was also involved in telemedicine very early. In a book on this topic, published in 2015, Dr. Pierre Simon, former president of the French Society of Telemedicine (SFT-Antel), recalled that Dr. Lareng founded the European Institute of Telemedicine in 1989 and led first experiments in the Midi-Pyrénées region.

In 1998, with the former regional hospitalization agency (ARH) Midi-Pyrénées, he was at the origin of the creation of a health cooperation group (GCS) to develop a regional telemedicine network. He chaired what then became the GCS e-santé Midi-Pyrénées, before being named honorary president of the new public interest group (GIP) e-health Occitanie.

In January 2018, the founding institutions of the future University of Toulouse (Universities Toulouse-Jean Jaurès and Toulouse III – Paul Sabatier, Toulouse INP, Insa Toulouse and Comue University Toulouse Midi-Pyrénées) had paid tribute common to Professor Louis Lareng, who was also the first president of the University Toulouse III – Paul Sabatier.

He was also engaged in politics, being a member of Parliament from 1981 to 1986 and a Toulouse city councilor from 1983 to 1995. In 2016, Louis Lareng was promoted to the dignity of Grand'Croix in the Order of the Legion of Honor.

In a statement published on November 3, Ghislaine Alajouanine, President of the French High Council for Telehealth and the French Academy of Telemedicine and e-Health, paid tribute to "a pioneer and a visionary of telemedicine".
